can't upload 6280 theme...help plz

can somebody help me with this..i want to upload a theme for 6280 which is 500KB but it say the max we can upload is 200kb but some of ppl upload even large file like 800kb and more then that..y can't i can anyone help me or tell me how to upload it?????? also got errror on the Desktop Screenshot & Menu Screenshot, i put the files but still they doesnt work...anyway one got any idea wats wrong...Help...thx
