I use this program called Nokia Series 40 Theme Studio 2.2 (You can download it from here: http://www.forum.nokia.com/info/sw.nokia.com/id/5c204cd1-e82d-4db5-aadb-eb4ead440788/Nokia_S40_TS_2_2.html but you need to register first)
