Theme Making Tool is not available on Zedge anymore. You can only download themes.

There already is a similar topic about creating themes. Kindly search for answers before creating a new topic.

I checked that you are using nokia n95,so you can make your themes online on www.theunlocker.co.uk , mobile9.com ,ownskin.com etc. And for manually you can download nokia theme maker,but i will suggest you to make it online.
