Who makes the selection?

I'd like to know how the new uploads are selected to be in the top 120, specially in the 240x320 phone size.
I've seen a lot of new (old) uploads in today's top 120 wallpapers, so i am wondering why we all bother to try to be creative? And bring new stuff to zedge............

You can tell me then, how comes the same person is ALWAYS in the top 8 in the top 120 every day? He must be very good...........
