sorry no application for that,as far as i know there application for hardisk defragmentor(for s60 only)and if u feel ur GPRS speed is low,try my way:
ist:make sure the GPRS setting is correct
2nd: make sure you save all ur data and application in ur mmc and the mmc free space is quite biig(example:512 MB,make the free space about 200 MB)
3rd:browse WAP in the afternoon or evening,coz in this time(evening and afternoon)are not traffic/rush hour,so ur speed will be faster

wel i think natalie has given the best reply to ur problem. its try that the gprs speed becomes low due to over storage in ur hdd. so make it sure ur space is free enough

not really depends on the network,don't think GPRS is low speed EDGE is 2,5 G it's not really fast too depends on the network
