Sounds like you did not upload a ski file to the phone when you changed skins.. what you can do depends on the service provider you have.. if it is a verizon there is little you can do... if it is anyother or it is unbranded from the factory you can put the phone in standby, its going to be tricky but it can be done.

First you will need to confirm that the phone is actually recoverable, to do this take out the battery leave it (the phone) sit for a few minutes then replace it, plug in the charger but do not turn on the phone. If it beeps and starts charging normally then you should be in good shape. Let it charge fully.

Now you need a OEM data cable, it HAS to be Motorola OEM. Connect the cable to PC then cable to phone. Now turn on the phone. It will beep and start charging (this is normal even with a full charge) and then the single USB connection beep will sound.

Now start up skin manager and restore your previous Skin or select one of the default skins that come preinstalled with the phone, force a reboot and you should be fine.

Now a word of advice:

ALWAYS put a 4 digit security lock on the phone which requires entry before the phone initializes service (reboots). Usually called "Phone Lock on Start up". Start up is the point at which problems with rebooting occurs because it can't initialize, either to bad seem edits, bad skin installs etc. with the security lock enabled, you can turn on the phone but not enter the code and it will stay on without initializing onto the network. In this state you can access media, edit seems, replace/install skins etc. This is probably the easiest failsafe tactic if you are modding your phone and anticipate problems.
