You mean it hangs?

Does it do this immediately after booting-up your OS or after some time?

You may want to check your PC for viruses
If you think you have installed any dubious programs, delete it and/or run system restore (if you're using windows)
Try re-installing your OS (possibly it may have been corrupted)
Check your video card (it may have gathered dust or has come loose)

Does your PC give out an ominous beeping noise when it hangs or when you restart it? If it does, it's usually hardware related problems.

Let's see what others have to say since my advice is based only on my experiences in troubleshooting PC problems

Could you check if any LEDs on your CPU lights up when you try to power it on?

If it does, try to listen if any beeps are played. Count how many beeps.

If not LEDs are turned on, check the back of your CPU if the fan in the power supply is working.

If the power supply fan is not working even though you power on the CPU, try asking someone knowledgeable enough to try replacing it with another power supply.

Cheers!

No Reiman, actually my PC turns on, the cpu fan is working, the LED lights up, but the funny thing is I don't hear any beep... it just turns on and nothing happens. Even the monitor won't turn on. The CD also acts weird, you see guys when the IDE cable is connected, it doesnt work but if you disconnect the IDE cable but the power supply remains connected, the CD-rom behaves normal. Meanwhile the HDD is read by the system but nothing happens.
So i guess it is hardware related... What do you think guys?!

I suspect my Motherboard is the culprit! Should i replace it?

Could you try replacing the IDE cable first? Then if it still doesn't work, try borrowing another HDD from a friend and see if you PC boots up.

At the same time, try placing your IDE cable and HDD on a friend's computer and see if it starts up.

If things still doesn't go well, go for the extreme. Try placing every peripheral one by one from your computer to another, leaving the motherboard behind. If everything works fine, then it's time to replace the motherboard indeed.
