It means your computer has the Bluetooth drivers installed. its possible that you have bluetooth built in, or you have a dongle. if you have bluetooth built in you should have the blue bluetooth icon in the tray where the clock and other items are. if you require a dongle for bluetooth then that icon shouldn't be there. check to see if you have the blue icon in the corner (bottom right)

First thing, is the blue icon showing a red "B" or white "B"?

I'm not in the UK, i'm in Hong Kong. but i was born in the UK
since your Bluetooth icon is showing a white "B" its on.

on your phone, go to the bluetooth settings section and start looking for new devices (i havent been a moto user for a while so i dont remember exactly where it is)
it'll find your PC and whatever else bluetooth is in range. select your PC and choose something like "Pair with this device" or something like that. it'll ask you for a code. now turn back to your PC and on your PC you should see a response box saying your phone is trying to connect and it'll ask you to enter a passcode
enter any 4 digit code you like into the PC (i.e. 0000) and then after that, enter the same code into the phone.

after 'pairing' the devices...look for options to 'connect automatically' or 'set as authorised' so the computer and phone can connect without permission boundaries...(i.e. it wont ask you "can i connect to blah blah blah everytime")

see how u go with that...
