all the messages, (local, national, international) are free of charge when karnataka hutch sim while roaming in kerala and kerala airtel sim while roaming in karnataka (the message numbers should be changed)... is it their technical failure??

maybe there just being generous. its up to networks to charge for this service, maybe they dont want to, but dont complain or they might just take your money hehe
